Het verhaal gaat over Charlie Wright (Aidan Quinn), een miljardair en financiële whizzkid die in een zelf opgelegd ballingschap gaat in Tijuana nadat openbaar wordt dat zijn imperium het grootste pyramidespel vande VS blijkt te zijn. Terwijl hij op zoek gaat naar zijn vrouw die hij 25 jaar geleden verlaten heeft wordt hij gezocht door een Mexicaanse gangster, een federale agent en een stel criminelen die gestuurd zijn door een voormalige cliënt die zijn geld terug wil.
