Joseph Wilson (Sean Penn) wordt door de CIA naar Irak gestuurd met de opdracht een rapport te maken van mogelijk aanwezige massavernietigingswapens. Wilson vindt hiervan helemaal niets terug in Irak, publiceert zijn rapport in de New York Times en schrijft dat hij de inval van de Verenigde Staten in Irak onrechtmatig vindt. Hierdoor komt de identiteit van zijn vrouw, Valerie Plame (Naomi Watts), een CIA agente, op straat te liggen.
